How to run commissioning at closeout

Commissioning is the process of verifying that the building's systems actually perform the way they were designed to — that the HVAC holds setpoint, the controls sequence correctly, the emergency power transfers, and the systems work together, not just in isolation. A commissioning agent (CxA) leads and certifies this process; the field role is to make the systems ready, observe the tests, and document what happens. Done right, commissioning catches the control and integration problems that a visual final inspection never would.

For the superintendent, PM, or QC lead supporting the commissioning agent through the functional testing phase at closeout.

Step by step

  1. Understand that the CxA leads and certifies

    The commissioning agent owns the commissioning plan, writes the test procedures, witnesses the tests, and certifies the results. Your job is to get systems ready, provide the installing subs, and document the field record — not to certify performance yourself.

  2. Confirm systems are installed, started up, and TAB-complete

    Functional testing can't begin until equipment is installed, started up per the manufacturer, and — for air and water systems — test-and-balance is done. Verify each system's prerequisites are met before the CxA arrives, or the test day gets wasted.

  3. Schedule the functional performance tests with the right subs present

    Functional performance tests exercise each system through its real sequences — occupied and unoccupied modes, alarms, failure and recovery. Line up the controls contractor and installing trades so issues can be diagnosed and fixed on the spot.

  4. Observe and document each test as it runs

    Record what was tested, what the system did, and whether it met the sequence of operations. Capture readings and photos of the equipment and control screens so the result is backed by evidence, not just a checkmark.

  5. Log commissioning issues and drive them to resolution

    When a test fails or a system behaves off-spec, log it on the commissioning issues list with the responsible party, correct it, and retest. Treat these like nonconformances — open until verified closed.

  6. Verify life-safety and integrated systems

    Confirm the integrated tests run — smoke control, fire alarm interface, emergency power transfer, damper operation. These life-safety functions are verified and documented in the field; the licensed technicians and the AHJ certify them.

  7. Fold the commissioning record into turnover

    Collect the CxA's report, the completed functional test forms, and the resolved issues list into the closeout documents, along with the training the operators received on the systems.

What gets missed

  • Calling in the CxA before startup and test-and-balance are done, so the tests can't actually run.
  • The controls contractor not on site during functional tests, so failures can't be diagnosed or fixed.
  • Treating commissioning as a checkbox and closing issues without a documented retest.
  • Testing systems in isolation and skipping the integrated tests where the real problems hide.
  • Assuming the field walkthrough replaces commissioning — a system can look installed and still not perform.

Questions people ask

What's the difference between commissioning and a final inspection?
A final inspection checks that the work is installed correctly and to code. Commissioning verifies the systems actually perform — that they run their sequences, hold setpoints, and interact correctly. A system can pass a visual final and still fail commissioning.
Does the contractor's field team certify the commissioning results?
No. The commissioning agent leads the process and certifies the results, and licensed technicians certify life-safety functions. The field role is to make systems ready, observe the tests, and document the record.
