How to build a closeout package

The closeout package is everything the owner needs to operate, maintain, and stand behind the building after the contractor leaves: record drawings, operation and maintenance manuals, warranties, approved submittals, test reports, and the inspection record. Built well, it is a usable reference an owner opens for years; built as an end-of-job scramble, it is a box of PDFs no one can navigate. The difference is treating it as something maintained through construction, not manufactured at the end. This guide walks assembling a package that actually serves the owner.

For project engineers, QC managers, and superintendents responsible for compiling and handing over the closeout documentation at the end of a project.

Step by step

  1. Pull the closeout requirements from the contract

    Read the specification's closeout sections and build the required-documents list — record drawings, O&M manuals, warranties, spare parts, training, and any certifications. That list, not a generic template, is what the package has to satisfy.

  2. Compile the record drawings from maintained as-builts

    Fold the field red-lines into the final record set, discipline by discipline and area by area. As-builts kept current through construction make this a compilation; as-builts reconstructed at the end make it a guess the owner inherits.

  3. Assemble O&M manuals per system

    Gather the operation and maintenance data for each installed system — cut sheets, manufacturer manuals, maintenance schedules, and parts lists — organized by system so a facilities tech can find one unit's manual without reading the whole set.

  4. Collect and date the warranties

    Assemble every warranty with its start date, term, and contact, and confirm the manufacturer-required conditions were met — the pre-installation conference, the inspections, the maintenance. A warranty on file that was voided by a missed condition is worse than none, because it looks like coverage.

  5. Fold in the quality record

    Include the inspection records, approved submittals, test and commissioning reports, and closed nonconformances tied to their features. This is the proof the work was built and verified as specified, and it is what an owner reaches for when a question surfaces later.

  6. Organize and index for retrieval

    Structure the package the way it will be used — by system, discipline, and area — with an index that points to each document. A package no one can navigate is not turned over in any real sense; it is stored.

  7. Reconcile against the punch list and the contract list

    Cross-check the assembled package against both the closeout requirements and the open punch items before you hand it over. A gap found in your own review is a correction; the same gap found by the owner is a callback.

What gets missed

  • Treating closeout as an end-of-job task and reconstructing months of as-built changes from memory.
  • Filing warranties without confirming the manufacturer's conditions were met, so coverage is void when it is needed.
  • Handing over a pile of unindexed PDFs the owner's facilities team can never navigate.
  • Leaving the quality record — inspections, tests, closed NCRs — out of the package, so there is no proof the work was verified.
  • Skipping the reconciliation against the contract's own closeout list, so a required deliverable is simply missing.

Questions people ask

What is the difference between a closeout package and a turnover package?
The terms are often used interchangeably. In practice the closeout package is the full set of contractual closeout deliverables — as-builts, O&M manuals, warranties, test reports, and records — while a turnover package can refer to a narrower, feature- or system-level handover. Both aim at giving the owner a complete, usable record.
When should you start building the closeout package?
At the start of the job, not the end. As-builts, submittals, test reports, and inspection records accumulate throughout construction; a package that captures them as they happen is accurate, while one assembled at closeout is a scramble that inherits every gap.
