How to run a three-phase inspection

Three-phase control is the backbone of a real QC program: every definable feature of work gets a before-work review, a check of the first completed portion, and recurring verification while the rest is built. The three phases exist to move the argument about workmanship to the front of the job, where it is cheap, instead of the end, where it is a change order. This guide walks the sequence the way a QC manager runs it feature by feature.

Step by step

  1. Break the work into definable features

    You cannot inspect the building. Split the job into definable features of work — framing, underslab plumbing, exterior sheathing, steel erection — each with its own trade, submittals, and acceptance criteria. That list is what you run the three phases against.

  2. Hold the preparatory phase before any work starts

    Sit down with the foreman and, where required, the owner's rep. Confirm submittals are approved, the right material is on site and undamaged, the crew understands the acceptance criteria, and the preceding work is ready to build on. Resolve every open item on paper before the first fastener goes in.

  3. Run the initial phase on the first completed portion

    When the crew finishes the first representative run, inspect it in detail against the criteria set in prep — layout, workmanship, tolerances. Agree with the foreman on what "good" looks like; this becomes the benchmark for the entire feature.

  4. Set the follow-up frequency and start the recurring checks

    The plan should say how often you return during build-out. Follow-up inspections confirm the work still meets the benchmark and hasn't drifted as crews, shifts, or conditions change. Date each one and log what you checked.

  5. Catch and correct deficiencies at the phase they surface

    A deficiency found in follow-up gets written up, corrected, and re-verified before it repeats down the run. Don't let a slow slide accumulate into a feature-wide defect that only shows at final.

  6. Tie each phase to a photo-backed record

    The value of three-phase control is proof, not memory. Each phase should carry who attended, what was reviewed, the condition observed, and the sign-off — so the feature's history reads as one continuous record.

What gets missed

  • Treating three-phase control as paperwork filed after the fact instead of gates run before, during, and across the work.
  • Skipping the preparatory phase because 'the crew has done this before' — the substitution or missing detail you miss on paper becomes rework in place.
  • Running the initial phase too late, after the crew has already built out most of the feature, so a bad method is already multiplied.
  • Letting follow-up frequency lapse when the schedule gets tight, which is exactly when workmanship drifts.
  • Naming features so broadly that a single 'inspection' has to cover unrelated trades and criteria.

Questions people ask

What's the difference between the initial and follow-up phases?
The initial phase inspects the first completed portion in detail to set the standard; the follow-up phase is the recurring check that the rest of the feature stays true to that standard as it's built out.
Does every feature of work need all three phases?
Yes — that's the point of naming definable features. Each one gets a preparatory, initial, and follow-up phase, though the effort scales with the risk and repetition of the work.
