How to run an initial phase inspection
The initial phase inspection is the second of the three phases of control — the detailed check of the first representative portion of a feature, right after the crew completes it. Its job is to set the benchmark: to look hard at the first run, agree with the foreman on the workmanship, layout, and tolerances, and make that agreement the standard the whole feature is measured against. Run it well and follow-up becomes a comparison; run it late or loosely and there is no benchmark to compare to. This guide walks the initial phase feature by feature.

Step by step
Confirm the preparatory phase closed clean
The initial phase should not open until the prep meeting's open items are resolved — submittals approved, material verified, substrate accepted. If prep left threads hanging, close them before you inspect the first run.
Time it to the first representative portion
Inspect the first completed run that genuinely represents how the rest will be built — not a warm-up the crew will redo, and not after they have already built out half the feature. The point is to catch a bad method while it is a single instance.
Inspect against the criteria set in prep
Go through the layout, workmanship, dimensions, and tolerances against the acceptance criteria and approved submittals reviewed in the preparatory phase. Where a mock-up or first article was approved, measure the first run against it.
Agree the benchmark with the foreman
Walk the first portion with the foreman and settle explicitly on what "good" looks like for this feature. This shared standard is the entire output of the initial phase — the thing follow-up inspections will hold the rest of the work to.
Check the workmanship a spec cannot fully describe
Look at the things criteria hint at but do not quantify — the neatness of a termination, the consistency of a joint, the fit at a transition. The first run is where you set the visual standard for the whole feature, so be honest about it now.
Correct the first run before the crew multiplies it
Anything off in the first portion gets fixed and re-checked before build-out continues. A method corrected on the first run is cheap; the same method reproduced across the feature is a feature-wide defect.
Record the benchmark with photos and set follow-up
Document the accepted first run — who attended, what was checked, the condition, the sign-off — with photos that become the reference. Then confirm the follow-up frequency from the plan so the recurring checks start on schedule.

- Running the initial phase after the crew has already built out most of the feature, so a bad method is already everywhere.
- Inspecting a warm-up run the crew intends to redo instead of the first genuinely representative portion.
- Setting the benchmark in QC's head instead of agreeing it out loud with the foreman, so follow-up has no shared standard to enforce.
- Accepting the first run against a spec while ignoring the workmanship the spec cannot describe.
- Skipping the photo record, leaving nothing to point to when follow-up disputes whether the work drifted.
