Closeout manual
Also called: closeout binder
A closeout manual is the organized deliverable that hands the finished project over to the owner: the as-built drawings, the operation and maintenance data, the executed warranties, the approved product data, inspection and test records, and the sign-offs that show the work was accepted. Assembled from documents gathered throughout the job, it's what the owner's facilities team lives on and what final payment often depends on.
Why it matters
The closeout manual isn't written at the end — it's the trail of records collected all along, organized by system. If the submittal register, warranties and photo documentation were kept current, the manual largely assembles itself; if they weren't, closeout becomes a hunt for data sheets and certificates on work that's already buried behind finishes. A thin or missing package is one of the most common reasons final payment stalls.
What proves it
The credible closeout manual matches each section to what was physically installed — the O&M data to the nameplate, the warranty to the correct product, the as-built to the concealed condition. Photos tied to locations and to the inspections and punch items behind them are what turn a binder of paper into a record the owner can actually rely on.
